Id use InkScape as your base, and convert to raster. It allows users to edit and preview their file structure, through the standard XML editor. Great news is they can both use SVG files, so you can edit the same file with both tools. Inkscape is a perfect application for creating and editing scalable vector graphics (SVG) files. Draw.io is a bit simpler, and inkscape has more functionality.
